  • Greg Harney has agreed to assist Stow Sports Management as a Special Advisor with a focus on 2028 Pre-Games Olympic and Paralympic Training Camps.  

    His professional career has spanned over four decades, during which he has been involved in 20 Olympic Games, 10 Paralympic Games and 10 Pan American Games plus played a crucial role in five successful Olympic Games bids, demonstrating his expertise in strategic planning and international relations. 

    Harney’s tenure with the U.S. Olympic and Paralympic Committee (USOPC) positioned him as a premier leader in the International Games global community.  His oversight extended to preparing U.S. delegations for more than 30 major international competitions, including the Olympics, Paralympics, Pan American Games and World University Games.  Harney's leadership cemented partnerships with critical organizations, including the International Olympic Committee (IOC), the Association of National Olympic Committees (ANOC), and global Continental Federations.

    After his tenure with the USOPC, his leadership roles with Cartan Tours and Global Sports Partners further solidified his influence in the Olympic industry. At Cartan Tours, Harney played a key role in organizing Olympic Games experiences for nearly 50 National Olympic Committees (NOCs), offering comprehensive services including ticketing, travel, accommodations and logistics. His work ensured seamless support for athletes and delegations, fostering a unified and efficient experience for NOCs at the Games. 

    Since 2008, he has been instrumental in securing and organizing Pre-Games Training Camps for National Olympic Committees (NOCs) and Continental Associations including most recently the Tokyo 2020 camp for Panam Sports and the Paris 2024 camp for the Oceania NOCs.   

    His contributions to the Olympic movement have been recognized through his membership in the Pan American Sports Organization (PASO) and ANOC Technical Commissions, as well as the IOC NOC Working Group.  These roles reflect his influence on global sports policy and administration.

    Harney's dedication and excellence in the field of Olympic sport management have been acknowledged with the prestigious USOC Olympic Shield Award, a testament to his significant impact on the Olympic movement and international sports.


  • Dave Stow brings more than 34 years of experience in both international and national sports facility operational management, project and event management, and venue development. Dave’s experience and insights have played pivotal roles within 8 Olympic Games, 2 Pan American Games, 3 Super Bowls, and countless Olympic Trial, World Cup, and international events.

    Dave’s 21 years of leadership with the US Olympic and Paralympic Committee at the 150-acre US Olympic Training Center in Chula Vista, CA encompassed a wide spectrum of managing and delivering world class services aligning with the center’s purpose of being an international sport center of excellence. Dave held a critical role in the successful operation of multiple sport venues supporting the sports of Archery, Canoe/Kayak, Cycling, Field Hockey, Rowing, Rugby, Soccer, Softball, and Track & Field while supporting sports of Bobsled, Boxing, Climbing, Gymnastics, Skiing, Snowboarding, Swimming, Volleyball, and Water Polo with off site venues. His dedication to optimizing venues, creating efficient operational flows, and delivering world-class venues and experiences for athletes and spectators alike continues to shape the world of sports and sports facilities management.

    Dave played an instrumental role in onboarding BMX racing at the Olympic level by leading the development of 2 replica Olympic BMX tracks utilized for elite level training and international events and a development level track supporting national age group programs. of 2 BMX Olympic Trial and 6 UCI BMX World Cup events. In addition to BMX, Dave played similar critical roles in supporting international and national events for Archery, Canoe/Kayak, Field Hockey, Rowing, Rugby, Soccer, Softball, and Track & Field.

    As President and CEO of the TBK Bank Sports Complex in Bettendorf Iowa, Dave led the 75-acre facility supporting baseball, softball, soccer, basketball, volleyball, and fitness center. His relationships with National Governing Bodies, youth sport organizations, and private tournament operators were instrumental in the facility’s growth and success. In addition to sport, Dave lead the connected 60,000 square foot Family Entertainment space featuring bowling, arcade, laser tag, and restaurants through a remarkable transformation and expansion. During the challenging times of the COVID-19 pandemic, he spearheaded an overhaul and reorganization of all departments, with a focus on efficiency and best practices, ultimately relaunching the complex with a renewed sense of purpose. The facility expansion included designing multiple new sports facilities, a new family entertainment venue, a 3-story golf venue, and dining establishments.

    Dave is currently the CEO of Stow Sports Management which focuses on guiding clients through pre-development, opening, and on-going operational management and best practices.

  • Gary J. Moy is an accomplished leader in Olympic and Paralympic sport management, specializing in athlete services, village operations, and strategic partnerships. With extensive experience across several Olympic and Paralympic Games, as well as the Pan American and FISU World University Games, Gary has developed a reputation for operational excellence and international collaboration. His expertise spans athlete accommodations, accessibility coordination, and multi-stakeholder engagement, ensuring inclusive and culturally sensitive experiences for athletes and delegations from more than 20 countries across five continents.

    Throughout his career, Gary has held key leadership roles, including serving as Head of Athletes Village Management for the Lake Placid 2023 FISU Winter World University Games and Director of California Operations at USA Volleyball. His strategic approach has been pivotal in overseeing multimillion-dollar budgets, leading cross-functional teams, and delivering high-quality training environments and athlete services. Gary’s background also includes important roles with the U.S. Olympic Committee, the City of Mission Viejo, and Pepperdine University, where he combined his skills in project management, stakeholder relations, and sports event operations.

    A graduate of Pepperdine University with a Bachelor of Science in Business Administration and Management, Gary is passionate about fostering inclusive environments in the world of sports. His dedication to creating seamless athlete experiences, combined with his deep understanding of international sports operations, continues to make him a vital asset in the Olympic and Paralympic movement.
